Development Leader for National Minorities
The Authority for Youth and Civil Society Issues (MUCF) is a government agency that develops knowledge about the living conditions of young people and the conditions of civil society. Our vision is an open and inclusive Sweden with good conditions for youth and civil society.
MUCF has been tasked by the government to ensure that the goals of youth policy and civil society policy are achieved. We do this by developing, gathering, and disseminating knowledge and contributing to the coordination of state initiatives. We collaborate with authorities, municipalities, regions, and civil society organizations, as well as distributing state grants.
As of January 1, 2026, the agency's mandate has expanded as we have taken over the responsibilities previously held by the Authority for Support to Religious Communities (SST) and the responsibility for state tasks within minority policy. This means that MUCF is an even more important actor in the work to strengthen democracy, promote participation, and contribute to an inclusive society.
MUCF has offices in Växjö and, from January 2026, also in Stockholm.
Description
Do you want to help create social benefit and work to ensure that minority policy is implemented across the country? We need a development leader for national minorities with a particular focus on Roma inclusion.
The unit for civil society and national minorities is tasked with increasing knowledge and understanding of national minorities and their rights, as well as promoting collaboration and exchange of experiences between state authorities, municipalities, and regions. The unit also has assignments related to civil society, the leisure card, and Roma inclusion. Currently, eleven employees work in the unit.
Responsibilities
In the role of development leader, you will work with strategic development, provide support and advice, and implement knowledge-enhancing initiatives. Your work will also include organizing and leading collaborative efforts with various state authorities, municipalities, and regions. Responsibilities may include organizing conferences, giving presentations, and developing support materials. Consultation and other dialogue with national minorities will occur.
As a development leader in the unit, you will be part of a working group that shares responsibility for carrying out tasks. Your primary focus will be on the strategy for Roma inclusion and work with the Roma minority, but your responsibilities will also encompass minority policy. Your tasks will be determined based on your profile and may change over time depending on current needs.
To thrive in this role, you should enjoy sharing knowledge with others, working with inclusive methods, and have a desire to develop and drive work forward.
The position will involve travel within Sweden.
Qualifications
You should have:
- an academic education deemed suitable by the agency
- work experience in the area of national minorities and/or Roma inclusion
- experience in development work and/or knowledge-enhancing initiatives within public operations and experience of collaboration between different actors
- good communication skills, both verbally and in writing
It is advantageous if you have:
- worked with the strategy for Roma inclusion
- experience from municipalities, regions, or government agencies
- experience and understanding of the role of public servants
- language or cultural competence within national minorities/minority languages
We are looking for someone who is structured, meticulous, and able to prioritize to meet deadlines. You should be ready to adapt at short notice. Being solution-oriented, communicative, and having an ease of collaboration with others is essential for this role. You also have a good understanding of the importance of adapting your communication and pedagogy to different target groups and contexts.
To succeed in this role, you should be unpretentious and responsive to the needs of the organization and target groups. You take responsibility for your work, are driven, and proactive.
